The CORE Vision and Mission statements emanate its goals and strategies for  undertaking research and strengthening research capacity of the Action Researchers; planning and conducting research within education and training programme, employment market needs and demands, the job content trends in the employment market within the country and  outside; and planning and conducting research independently/jointly with other research institutions including linkage with virtual research organizations for contributing to the social and cultural enhancement of the nation. The CORE also envisages to undertake research on the population dynamics of the country with a view to harnessing the potential of the demographic dividend occurring with the  least dependency by 2030 in 100 (hundred) years  having demographic trap of negligible significance up to 2050.

It has been clearly demonstrated in the books

1. Build Skill Bangladesh for Emerging Bangladesh 2017 ,

2. Strategic Workforce Plan for Emerging Bangladesh 2018,

3. Unlocking Challenges Facing Primary Education in Bangladesh 2015,

4.TVET Governance Structure Reframed for Ensuring Students Learning 2014, and upcoming

5.Emerging Nations: Unveiling Challenges in 2020 and along with prevailing trends that Bangladesh should achieve the status of the developed nation by the fiscal year 2035-36.

 

Government role and urgent essential functions, in this context in collaboration with education providers and employers are to ensure enactment of Governance Instruments in the form of Acts/Mandates with provision of adequate numbers of statutory organizations. The enacted laws usually shall be consisting of the three governance dimensions of:

How that is the instrument,

What for operationalization that is the translation of the instrument  as living and non-living inputs and

Who stands for the delivery of products such as graduates with 21stcentury competences, researches, books and other  services. In this context to start with the Government must ensure  Enactment/Amendment of about 25 (twenty five) Acts/Ordinances (Ref.books below) in the areas of: the education and training programme; regulating the functions of the employers, employees and apprentices; Acts linking functions of the education providers and demands of the employers.
